Since 1999, Dan Towle has served as the Director of Financial Services for the State of Vermont and in this role is the chief marketing and business development professional for the State of Vermont’s captive insurance industry. Dan is a frequent presenter at national conferences and events throughout the country. He is often visible in national media as an authority on captive insurance and has published numerous articles in industry press. Dan has also been recognized for his contributions to the captive insurance industry by being voted in the 2016 Captive Review Magazine “Power 50” which recognizes the most influential individuals in the global captive insurance industry. In that ranking, Dan was #17 in the world as voted by industry peers. 

Within state government he advises the Governor and Secretary of Commerce on new legislation and policy recommendations to maintain Vermont’s leadership as the premier on-shore captive domicile. 

Dan is extremely active with the Vermont Captive Insurance Association. He is a current member and former Chair of the Exhibits Advisory Committee of the Risk & Insurance Management Society (RIMS) and is a past Advisory Board Member of the World Captive Forum.

Prior to his current position, Dan Towle was a Business Development Officer at Vermont National Bank overseeing the promotion of all non-loan commercial products. During his ten-year tenure with the bank, he worked in various capacities including branch banking, corporate banking services, and served for a year on the bank’s prestigious corporate re-engineering team.

Dan is also a former member of the Campaign Cabinet of the United Way of Chittenden County co-chairing the Professional Giving Unit. He previously chaired the Ambassador Committee for the Lake Champlain Regional Chamber of Commerce. He is a graduate of the University of Vermont and lives in Essex Junction.
