As Director of Financial Services, Mr. Davis is responsible for the marketing and business development of Vermont’s captive insurance industry, working closely with the Department of Financial Regulation and Vermont Captive Insurance Association to strengthen the state’s reputation as the premier on-shore captive insurance domicile.
Within state government, Mr. Davis advises Vermont’s Governor and Secretary of Commerce on new captive insurance legislation and policy recommendations to assure a beneficial business environment for expansion and relocation within the state. He also works closely with Vermont’s congressional delegation, monitoring policy pertaining to the regulation of captive insurance and related financial services industries.
Mr. Davis is a frequent presenter and spokesperson at national and international conferences and events, helping to promote Vermont’s captive insurance industry. He is often visible in the national media as an authority on captive insurance and has published numerous articles in industry press.
Prior to joining Vermont’s captive insurance industry, Mr. Davis held senior positions in the Department of Economic Development and Agency of Commerce, in which he represented and grew the state’s initiatives with emphasis on business recruitment, retention and expansion.
Mr. Davis earned a Master of Public Administration and B.A. in Political Science from the University of Vermont. He serves on the University of Vermont Regional Alumni Board, ECHO Leahy Center for Lake Champlain Board of Directors and is a child life volunteer at the Vermont Children’s Hospital.
