Leonard D. Crouse, CFE, was appointed Deputy Commissioner of Captive Insurance in May of 2003. Prior to his appointment as Deputy, Len was the Director of Captive Insurance since May of 1990. Len is responsible for the administration and regulation of captive insurance companies and risk retention groups. He has a staff of 21 employees who are solely dedicated to the administration and regulation of captive insurance companies.
Len has been involved in insurance regulation for 30 years. Prior to working for the Department, Len served as Chief Examiner of the Property and Casualty Division of the Massachusetts Insurance Department.
Len is a member of the Society of Financial Examiners and holds the designation of Certified Financial Examiner. In addition Len has served on various committees and working groups representing both Vermont and Massachusetts at the National Association of Insurance Commissioners (NAIC).
Len has written a number of articles for various trade publications on the subject of captive insurance.
