David is a Certified Financial Examiner and has over 18 years of experience in the captive insurance industry, including client advisory services, accounting, systems management, program development, marketing, formation and licensing (from both sides of the table), and regulation. He has been with the Vermont Department since 2001 as an examiner and most recently as Assistant Chief Examiner.

David's collective experience includes captive insurance regulation, management, and sales and marketing. He is experienced in all phases of the examination process with companies of all types and sizes. He has evaluated captive applications for admission and licensure and monitored companies for solvency and compliance.

David has 13 years experience at various levels in captive insurance management with local management firms. He has participated in all phases of captive development from initial marketing efforts to final formation. He has had extensive client contact in design, formation, and operation of captive and traditional programs. He also has experience with various domiciles.

David is active in the business community and has volunteered in a variety of capacities for the Vermont Captive Insurance Association, including several presentations, serving on the finance committee, and three years as Treasurer of the Association. He was named VCIA's "Captive Crusader" in 2000.
