As the Director of Captive Insurance, Sandy is responsible for organizing and directing the operations of the examination and analysis section for the Captive Insurance Division of the State of Vermont, Department of BISHCA. Sandy is charged with managing approximately 22 of the division's staff and overseeing the financial condition of approximately 570 active captive insurance companies, including risk retention groups domiciled in Vermont. Sandy's responsibilities also include the review of captive insurance company applications and changes to insurance company plans of operation.
Previously, Sandy was the Director of Financial Examinations for 2.5 years, the Chief Examiner in the Captive Division for 4 years. She also held the positions of Assistant Chief Examiner, Examiner-in-Charge, and Insurance Examiner and has accumulated approximately 13 years of experience with the Captive Insurance Division.
Prior to her career at the Vermont Department, Sandy spent three years in public accounting and two years working in the accounting department of a medical center. She earned a Bachelor of Science in Accounting from Southern New Hampshire University in 1991.
Sandy is a Certified Public Accountant and a Certified Financial Examiner. She is a member of the American Institute of Certified Public Accountants, Vermont Society of Certified Public Accountants and Society of Financial Examiners. Sandy also serves on the Board of Governors with the Society of Financial Examiners.
